Paraguay signs a memorandum with Taiwan, consolidating itself as a regional leader in climate action and conservation

Asunción, Agencia IP.- The Government of Paraguay, through the Ministry of Environment and Sustainable Development (Mades), signed a Memorandum of Understanding (MoU) with the Ministry of the Environment of the Republic of China (Taiwan). The agreement represents another historic milestone in the country’s commitment to conserving its natural resources, biodiversity, and global climate action.

The signing took place during the official visit of Mades Minister Rolando De Barros Barreto to Taiwanese Minister Hon. Chi-Ming Peng, with whom he signed the document in Taipei, Taiwan.

«This Memorandum is a concrete platform to build transformative cooperation, with high standards of environmental integrity and tangible benefits for our communities,» De Barros said.

He affirmed that with this signing, Paraguay consolidates itself as a reference center and regional leader in climate action and green solutions, capable of attracting responsible investments, generating innovation, and projecting leadership in Latin America.

«Our commitment is clear: to be a benchmark in the care, conservation, and appreciation of natural resources, consolidating a legacy of sustainability in building a sustainable future for our people and for the world,» the Minister stated.

The signing of the MoU represents a strategic step for Paraguay to become a regional hub for climate action and green solutions that is a point of reference and coordination for mitigation, adaptation, and technical cooperation projects in Latin America.

Likewise, Taiwan becomes a strategic partner in the implementation of environmental public policies, pilot mitigation and adaptation projects, and voluntary climate cooperation mechanisms.

Cooperation areas

The MoU provides for joint actions in:

  • Development of carbon projects and strengthening of Monitoring, Reporting, and Verification (MRV) systems.
  • Nature-based solutions and ecosystem restoration.
  • Circular economy, waste management, and clean technologies.
  • Environmental education, scientific research, and institutional strengthening.
  • It also includes the exchange of information and experiences, talent training, and the strengthening of climate governance through mechanisms for reporting, registering, and authorizing projects.

Strategic outlook

With this signing, Paraguay reaffirms its leadership in international climate action. It moves toward a model of sustainable development, convinced that international cooperation is essential to face the challenges of climate change and ensure the preservation of biodiversity for present and future generations.

This achievement aligns with the strategic vision of the Government of Paraguay, as outlined in the Sustainable Paraguay 2025 Agenda and the Jaguareté 2025 Plan, which prioritize sustainability, innovation, and climate action at the core of national development.

The agreement is aligned with the principles and objectives of the Paris Agreement and seeks to strengthen bilateral cooperation in environmental and climate matters.
