Record investments and exports, new economic incentive laws, and market openings mark achievements in 2025

Asunción, Agencia IP.- The Minister of Industry and Commerce, Javier Giménez, highlighted historic advances in investments and exports, updates to economic incentive frameworks aimed at strengthening national industry, and the opening of new international markets during the presentation of the 2025 management report.

During the Public Accountability Hearing, the Vice Ministers of Industry, Marco Riquelme; Trade and Services, Rodrigo Maluff; and MSMEs and REDIEX, Gustavo Giménez, also presented the achievements and progress made in their respective areas.

The Head of the MIC referred to the reforms of the Maquila Law and Law 60/90, which are expected to drive the country’s industrial growth. Under the renewed Maquila Law, service maquila operations will be included as beneficiaries, with strong development potential and job creation in services such as call centers and BPOs.

Exports under the Maquila regime are also expected to close the year at nearly USD 1.2 billion, consolidating a model with proven effectiveness for industrialization and job creation.

Meanwhile, the new law promoting national and foreign investment, which replaces the historic Law 60/90, expands benefits for investors and opens the door to initiatives linked to tourism and entertainment. Under the current Law 60/90 regime, investment reached record levels, reaching close to USD 650 million, with projections of USD 1 billion by 2026.

Another significant achievement this year was the enactment of the National Policy for the Production and Assembly of Electrical, Electronic, Electromechanical, and Digital Equipment, which the industrial authorities consider a key tool for attracting labor-intensive industries and for generating electronic products under the “Made in Paraguay” label.

Support for MSMEs

In terms of support for Micro, Small, and Medium-Sized Enterprises (MSMEs), the enactment of the new MSME Law and its regulatory decree marked an unprecedented step forward in formalizing the sector.

As a result of inter-institutional connectivity, more than 340,000 MSME certificates were issued in a single day, far exceeding the cumulative figures of the past 15 years.

This was complemented by free registration and licensing for microenterprises and significant discounts for small businesses, creating a historic opportunity for formalization and access to the formal market.

Market diversification

The management report also included the opening of 48 new markets for Paraguayan products and the entry into force of zero tariffs for national products in Taiwan, with a direct impact across the entire production chain.

These results are complemented by investment promotion efforts, internationally scaled events, a USD 10 billion project portfolio, and the strengthening of the country’s commercial and economic diplomacy.

Minister Giménez also highlighted progress in strategic areas such as non-conventional renewable energy, hydro-waterway development, support for the audiovisual sector, the creation of more than 7,000 Simplified Joint-Stock Companies this year, electromobility, and digital transformation, alongside a profound internal reorganization of the MIC aimed at strengthening human capital and institutional efficiency.
