Asunción, Agencia IP.- The Ambassador of Morocco to Paraguay, Badreddine Abdelmoumni, highlighted the diplomatic progress and growing international support for the Autonomy Plan for the Sahara Region, presented by his country to the United Nations, as well as Paraguay’s backing of Morocco’s sovereignty over the territory.
In an exclusive interview with Agencia IP, the diplomat recalled that Morocco’s process of territorial recovery was consolidated in 1975 with the signing of the tripartite agreement with Spain, through which the country regained its sovereignty over the Moroccan Sahara, completing a process that had begun with the return of the cities of Sidi Ifni (1958) and Tarfaya (1969). «For Morocco, the matter was resolved when that agreement was signed. However, faithful to its foreign policy based on the search for peaceful solutions, the Kingdom brought the case before the UN to find a political outcome,» he explained.
The Ambassador noted that the referendum proposal promoted by the UN was ultimately deemed inapplicable due to the nomadic nature of the population, which led the international organization to prioritize a political, pragmatic, and realistic solution.
During the latest United Nations General Assembly, Foreign Minister Rubén Ramírez met with his Moroccan counterpart, Nasser Bourita, an opportunity in which, on behalf of the Paraguayan State, he reaffirmed recognition of Morocco’s sovereignty over Western Sahara and its support for negotiating an Autonomy Statute for the region. «This plan allows the inhabitants of the Sahara to manage their own affairs through legislative, executive, and judicial bodies, in accordance with international law and democratic standards,» detailed Ambassador Abdelmoumni.
In recent years, Morocco has obtained increasingly broad support for this initiative. In 2020, the United States recognized Moroccan sovereignty over the entirety of the Sahara; subsequently, Spain (2021), Germany (2021), France (2024), and, in 2025, the United Kingdom joined in, consolidating the backing of three permanent members of the UN Security Council. This process was crowned by a historic resolution adopted on October 31, 2025, in which the Security Council recognized that the solution must be based on the Autonomy Plan presented by Morocco under its sovereignty.
The Ambassador also welcomed the announcement of the opening of a General Consulate in the city of Dakhla, joining more than 30 countries that have taken this diplomatic step. «We are very grateful for Paraguay’s support, a friendly country and reliable ally. We value the sustained dialogue with the Ministry of Foreign Affairs, the National Congress and its authorities, who understood the legitimacy of Morocco’s position,» the diplomat stated.
The representative also highlighted the message of His Majesty the King of Morocco, who, following the recent resolution, delivered a speech in which he extended a hand to Algeria to engage in fraternal dialogue and overcome differences. «The Kingdom has chosen the path of regional integration, unity and shared development. We hope this moment marks a new chapter of cooperation and hope for the peoples of the Maghreb,» he indicated.
