{"id":349591,"date":"2021-01-10T11:14:04","date_gmt":"2021-01-10T14:14:04","guid":{"rendered":"https:\/\/www.ip.gov.py\/ip\/?p=349591"},"modified":"2021-01-10T11:14:04","modified_gmt":"2021-01-10T14:14:04","slug":"ejecutivo-promulgo-presupuesto-2021-que-asciende-a-g-922-billones","status":"publish","type":"post","link":"https:\/\/www.ip.gov.py\/ip\/2021\/01\/10\/ejecutivo-promulgo-presupuesto-2021-que-asciende-a-g-922-billones\/","title":{"rendered":"Ejecutivo promulg\u00f3 presupuesto 2021 que asciende a G. 92,2 billones"},"content":{"rendered":"<p style=\"text-align: justify;\"><em><strong>Asunci\u00f3n, Paraguay, Agencia IP.-<\/strong> <\/em>El Poder Ejecutivo promulg\u00f3 la Ley N\u00ba 6672\/2020 del Presupuesto General de la Naci\u00f3n (PGN) para el ejercicio fiscal 2021, sancionada por el Congreso Nacional, que asciende a un total de G. 92,2 billones (alrededor de USD 13.010 millones).<\/p>\n<p><!--more--><\/p>\n<p style=\"text-align: justify;\">Este monto implica un aumento del 6,9% con respecto al total de recursos asignados en el Presupuesto aprobado para el ejercicio fiscal 2020.<\/p>\n<p style=\"text-align: justify;\">El mismo se encuentra distribuido en un 56,3% para la Administraci\u00f3n Central y 43,7% para las Entidades Descentralizadas. Estos se financian en un 32% con recursos provenientes del Tesoro P\u00fablico (Impuestos y Otros), 19% con Recursos del Cr\u00e9dito P\u00fablico y 49% con Recursos Institucionales.<\/p>\n<p style=\"text-align: justify;\">El total de Bonos autorizados a emitir para el ejercicio fiscal 2021 asciende a G. 4,2 billones (aproximadamente USD 600 millones), los cuales tienen como finalidad principal financiar obras de infraestructura y la administraci\u00f3n de la deuda p\u00fablica.<\/p>\n<p style=\"text-align: justify;\">El Presupuesto sancionado tiene una variaci\u00f3n de G. 6,5 billones con respecto a lo remitido por el Ejecutivo, que obedece principalmente a la programaci\u00f3n de nuevos pr\u00e9stamos para el Ministerio de Obras P\u00fablicas y Comunicaciones (MOPC) por G. 4,3 billones y la programaci\u00f3n de los saldos de la Ley de Emergencia dentro del Ministerio de Salud P\u00fablica y Bienestar Social (MSPyBS) por G. 1,6 billones.<\/p>\n<p style=\"text-align: justify;\">Esta programaci\u00f3n contempla la autorizaci\u00f3n para ampliar el d\u00e9ficit fiscal del 1,5% hasta un m\u00e1ximo del 4% del PIB, teniendo en cuenta los efectos de la Emergencia Sanitaria y la necesidad de seguir manteniendo una pol\u00edtica fiscal activa para sostener el repunte de la econom\u00eda.<\/p>\n<p style=\"text-align: justify;\">En l\u00edneas generales, el PGN aprobado contiene los lineamientos b\u00e1sicos que estaban incluidos en el Proyecto remitido por el Poder Ejecutivo y, en ese sentido, se considera que el mismo ser\u00e1 administrable.<\/p>\n<p style=\"text-align: justify;\">No obstante, a trav\u00e9s del Decreto Reglamentario, el Plan Financiero y las dem\u00e1s herramientas administrativas se buscar\u00e1 mitigar el impacto que pudieran tener algunos aspectos no prioritarios, que fueron incorporados en el proceso de aprobaci\u00f3n en el Congreso, como ser incrementos salariales, contratos y otros gastos corrientes.<\/p>\n<p style=\"text-align: justify;\">Es destacable que el PGN 2021 mantiene las medidas que apuntan a la Racionalizaci\u00f3n de Gastos P\u00fablicos, incluyendo todo lo referente a las limitaciones para el consumo de combustibles, topes para la contrataci\u00f3n de seguro m\u00e9dico, servicio de catering, servicios florales, tarjeter\u00edas, entre otros, como as\u00ed tambi\u00e9n las restricciones para los pagos de gratificaciones y bonificaciones especiales para los funcionarios.<\/p>\n<p style=\"text-align: justify;\">Finalmente, cabe dar \u00e9nfasis que el PGN aprobado sostiene la visi\u00f3n de continuar la senda de la recuperaci\u00f3n econ\u00f3mica y, al mismo tiempo, administrar la emergencia sanitaria que continuar\u00e1 afectando, lo que requiere de medidas financieras apropiadas y eficaces para hacer frente a las pol\u00edticas sanitarias que demandan las circunstancias.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Asunci\u00f3n, Paraguay, Agencia IP.- El Poder Ejecutivo promulg\u00f3 la Ley N\u00ba 6672\/2020 del Presupuesto General de la Naci\u00f3n (PGN) para el ejercicio fiscal 2021, sancionada por el Congreso Nacional, que asciende a un total de G. 92,2 billones (alrededor de USD 13.010 millones).<\/p>\n","protected":false},"author":2,"featured_media":309356,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_monsterinsights_skip_tracking":false,"footnotes":""},"categories":[2,6],"tags":[556,4820,34,162,4819],"class_list":["post-349591","post","type-post","status-publish","format-standard","has-post-thumbnail","category-destacado","category-politica","tag-ejecutivo","tag-gastos","tag-hacienda","tag-paraguay","tag-presupuesto-2021"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.1 -
