Hacienda aclar\u00f3 que la Universidad Nacional de Asunci\u00f3n (UNA) no ha presentado hasta la fecha ninguna de las documentaciones exigidas en el marco legal vigente que le habilite el tr\u00e1mite de \u00f3rdenes de pagos ante la Direcci\u00f3n General del Tesoro P\u00fablico.<!--more--><\/p>\n<p style=\"text-align: justify;\">Mediante un comunicado la cartera de Estado inform\u00f3 que no se ha recibido documentaci\u00f3n oficial alguna por la cual se comunica el nombramiento de la m\u00e1xima autoridad de la UNA, tampoco se ha informado la designaci\u00f3n de los ordenadores de gasto y pagadores habilitados ante la Direcci\u00f3n General del Tesoro P\u00fablico, documentaciones necesarias para procesar y validar cualquier solicitud de transferencia de recursos generadas por la Universidad.<\/p>\n<p style=\"text-align: justify;\">Aclara que ante la ausencia de estas documentaciones exigidas por la Ley, el Ministerio de Hacienda no puede procesar transferencias porque estar\u00eda violando las normativas legales con las consecuencias que tal situaci\u00f3n puede generar.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s, refiere que no obra ninguna Solicitud de Transferencia de Recursos (STR) generada por la UNA que se encuentre pendiente de pago en concepto de servicios personales.<\/p>\n<p style=\"text-align: justify;\">De hecho, explica que esta situaci\u00f3n preocupa al Ministerio de Hacienda y aguarda una pronta soluci\u00f3n al respecto, ya que las disposiciones legales, en particular el Art\u00edculo 143 del Anexo A del Decreto 2.929\/2015, que reglamenta la Ley N\u00b0 5.386 \u201cQue aprueba el Presupuesto General de la Naci\u00f3n para el Ejercicio Fiscal 2015\u201d establece reglas muy claras para este tipo de tr\u00e1mites.<\/p>\n<p style=\"text-align: justify;\">Es as\u00ed que para la habilitaci\u00f3n y registro ante la Direcci\u00f3n General del Tesoro de los ordenadores de gastos y pagadores habilitados, los organismos y entidades del Estado que reciben transferencias de la Tesorer\u00eda General deber\u00e1n remitir ante dicha Direcci\u00f3n General el \u201cRegistro de firmas de las Solicitudes de Transferencia de Recursos (STR), que debe ser enviado por la m\u00e1xima autoridad de la Entidad.<\/p>\n<p style=\"text-align: justify;\">El mismo debe estar acompa\u00f1ado de la copia autenticada del acto administrativo por el cual se designa a los librantes en sus respectivos cargos (enti\u00e9ndase de la m\u00e1xima autoridad y de los dem\u00e1s librantes designados), copia autenticada de la Resoluci\u00f3n de la m\u00e1xima autoridad institucional en la que se designa al ordenador de gastos alterno y pagador habilitado, y presentaci\u00f3n de constancia de manifestaci\u00f3n de bienes presentada a la Contralor\u00eda General de la Rep\u00fablica.<\/p>\n<p style=\"text-align: justify;\">Adem\u00e1s, el Art\u00edculo 181 del referido marco legal, exige que las Solicitudes de Transferencias de Recursos (STRs)\u00a0 a ser presentadas ante la Direcci\u00f3n General del Tesoro P\u00fablico deber\u00e1n estar firmadas por el ordenador de gastos y el pagador habilitado de la entidad debidamente acreditados ante la referida Direcci\u00f3n General.<\/p>\n<p style=\"text-align: justify;\">Hacienda ratifica su compromiso de cumplir en tiempo y forma con las obligaciones asumidas por las distintas entidades del Estado, salvaguardando las normativas y procedimientos que rigen la administraci\u00f3n de los recursos
