Paraguay strengthens sports ethics with the creation of a National Anti-Doping Agency

Asunción, Agencia IP.- Paraguay has taken a step toward consolidating a more transparent and competitive sports system with the creation of the National Anti-Doping Agency, an initiative promoted by the Executive Branch that seeks to strengthen integrity and fair play in national sport.

During an interview on the program Tribuna, broadcast by Paraguay TV, the Executive Secretary of ANAD-PY, Silvia Patiño, emphasized that the creation of the institution positions the country «at the forefront in South America» ​​in the fight against doping.

The agency was created by Law No. 7556/2025 and is regulated by Decree No. 5852 of April 24, 2026, which establishes it as an executive secretariat under the Presidency of the Republic.

According to Patiño, the new institution’s main functions will be education, prevention, control, and combating of doping, in compliance with the guidelines established by the World Anti-Doping Agency and the World Anti-Doping Code.

The official also noted that the process does not represent a budget increase, but rather an institutional reorganization aimed at optimizing resources and strengthening the State’s capabilities in the sports sector.

At the head of ANAD-PY is Silvia Patiño, an athlete and South American gold medalist in Fitness at the 2022 ASU Games, as well as a lawyer and notary with academic training in legal sciences, governance, and university teaching.

During the interview, the Minister emphasized that having a specialized agency will guarantee a level playing field for athletes, protect their health, strengthen control mechanisms, and ensure transparent sanctions in accordance with international standards.

She also maintained that the institutionalization of the anti-doping system is key to Paraguay’s international projection as a host of regional and international sporting competitions.

In this regard, she indicated that having a structure aligned with global standards will help build trust with international organizations and sports federations and strengthen the country’s image as a reliable destination for high-level events.
